As the core equipment of home and enterprise networks, wireless routers (Wi-Fi Routers) are highly technology-intensive communication products. When such products are exported to the Japanese market, they not only involve electrical safety, but also touch strict radio spectrum management and telecommunications network access regulations. If Chinese manufacturers want to successfully explore the Japanese market, they must thoroughly understand and obtain the triple compliance qualifications of TELEC certification (Radio Law), JATE certification (Telecommunications Business Law) and PSE certification (Electrical Safety Law).
1. Pass for wireless function: TELEC certification (Giteki)
Japan's Radio Law stipulates that all equipment that emits radio waves in a specific frequency band must pass the technical benchmark certification, which is commonly referred to as TELEC certification in the industry. Certified products must have a "Giteki Mark" and a unique certification number printed on the fuselage nameplate.
For routers, this is the core certification, and the test focuses include:
Frequency band compliance: Japan has special regulations for Wi-Fi bands. For example, channel usage in the 2.4 GHz band, and division of the 5 GHz band (W52, W53, W56).
DFS function (dynamic frequency selection): If the router supports the 5.3 GHz (W53) and 5.6 GHz (W56) frequency bands, it must have DFS function to avoid weather radar and military radar signals. This is the program with the longest test cycle and the highest failure rate in TELEC certification.
Spurious emission and power control: Strictly limit out-of-band spurious signals to prevent interference with other wireless services.
2. License to connect to public networks: JATE certification
If your router equipment has the ability to directly connect to the public telecommunications network (such as a 4G/5G CPE router with a SIM card inserted, or a device that directly connects to an optical fiber/telephone line), it must comply with the requirements of Japan's Telecommunications Business Law. Requirements for JATE certification.
Note the distinction: Ordinary home Wi-Fi routers (only connected to the optical modem through the WAN port) usually do not require JATE authentication; However, if it is a mobile routing device with a built-in LTE/5G modem, it must complete both TELEC and JATE certification.
3. Electrical safety guarantee: PSE certification
The power supply safety of the router cannot be ignored. According to Japan's Electrical Supplies Safety Law, the compliance requirements depend on the mode of power supply:
External power adapter power supply: This is the most common form. The router host itself (DC power supply) usually does not fall within the scope of PSE control, but the supporting power adapter must pass the diamond PSE certification (factory review is required).
Built-in power supply: If the router is directly connected to the mains (built-in switching power supply) through the AC power cord, the whole machine belongs to Class A specific electrical supplies and must apply for diamond PSE certification.
4. Common compliance risk points
In actual export cases, many enterprises ignore details and lead to the detention or return of goods:
Labeling error: The size ratio of the Giteki mark is incorrect, or the certification number is not marked.
Firmware restrictions: Non-Japanese compliant bands are not locked via firmware. For example, an unallowed Wi-Fi channel has been opened in Japan.
5G Wi-Fi logo: According to Japanese regulations, the W52/W53 frequency band is usually limited to indoor use only, and there must be obvious warnings on product instructions and labels (such as: 5GHz band is restricted to indoor use only).
