1. Introduction to Certification
OFCA is a mandatory wireless certification in Hong Kong. Radio frequency and telecommunications products sold in Hong Kong need to meet its requirements and apply for certification, and display the logo and approval number on the product. The full name of OFCA is Office of the Communications Authority (Communications Authority), established on April 1, 2012, formerly known as Office of the Telecommunications Authority (Telecommunications Authority).
The verification requirements for telecommunications equipment and industrial, scientific and medical equipment include two parts, namely the "voluntary verification plan" and the "mandatory verification plan". Voluntary verification program, under the voluntary verification program, it is voluntary to apply for verification of telecommunications equipment and industrial, scientific and medical equipment. Even if such equipment has not been verified as complying with the relevant technical specifications, it can still be sold or used in Hong Kong. However, manufacturers, suppliers and distributors are required to ensure that their telecommunications equipment and industrial, scientific and medical equipment comply with the relevant technical specifications even if they do not apply for certification. Fixed network operators may refuse to allow customer premises equipment not meeting specified specifications to be connected to their networks. In addition, anyone who uses or sells radio communication equipment or industrial, scientific and medical equipment that does not comply with the relevant HKCA specifications violates the Telecommunications Ordinance and may be prosecuted. Under the Mandatory Certification Scheme, it is mandatory to apply for certification for telecommunications equipment and industrial, scientific and medical equipment. Before the equipment is used or sold in Hong Kong, it needs to be verified to meet one of the following specifications: (a) the relevant HKCA specification; or (b) the technical standard prescribed or recognized by the Communications Bureau, if there is no relevant HKCA specification (hereinafter referred to as the "Type Approval Criteria"); or (c) a specification equivalent to (a) or (b) above (hereinafter referred to as the "equivalent specification").

7. Certification process
1. Document identification:
(1) Review the submitted technical specifications or manuals to check whether the telecommunications equipment is likely to pass the corresponding equipment identification;
(2) Review the submitted type examination certificates issued by other authorities, as well as relevant test reports, to verify whether the equipment needs to be certified;
(3) Review the submitted test report issued by the approved test agency to check whether the equipment needs to be certified.
2. Equipment identification:
(1) Test samples of telecommunications equipment according to relevant HKTA specifications by the certification body;
(2) Test samples of telecommunications equipment according to the relevant HKTA specifications or equivalent specifications according to the approved testing agency;
(3) Type approval of telecommunications equipment granted by other authorities in accordance with equivalent specifications of the relevant HKTA specifications, together with relevant test reports.
8. Certification cycle and validity period
The certification period is 7 working days, and the certificate is valid for a long time
