Radio Frequency Testing

1. Product scope and subject of ANATEL certification

ANATEL divides products that require certification into three broad categories, with camera products typically falling into the following categories:

Type I products: mainly refer to equipment used by end users. Connected cameras (e.g. Wi-Fi, Bluetooth cameras) fall into this category due to the inclusion of radio frequency modules that provide communication services directly to consumers.

Certification subject: ANATEL requires that the subject applying for certification must be a legal legal entity (Legal Representative) in Brazil, usually an importer or authorized distributor in Brazil. Manufacturers in China cannot directly act as certificate holders.

This means that manufacturers must work closely with local importers in Brazil to complete the certification process. The certificate will reflect both the manufacturer's information and the local Brazilian applicant information.

2. Three major technical requirements for ANATEL certification

Camera products need to meet Brazilian standards for radio frequency, electromagnetic compatibility and electrical safety at the same time:

1. Radio frequency performance and spectrum compliance (RF):

This is at the heart of wireless device authentication. The Wi-Fi or Bluetooth module used by the camera must operate within the frequency range licensed by Brazil, and parameters such as transmission power and channel bandwidth must meet ANATEL's RF requirements. If an integrated, certified module is used, testing can be simplified, but the final product still needs to be fully validated.

Electromagnetic compatibility (EMC):

ANATEL certification is not directly audited by ANATEL, but uses the unique OCD (Organisation de Certificação Designado) model:

Laboratory Testing: The product must complete all RF, EMC and Safety tests in designated laboratories authorized by ANATEL.

OCD review and certification: After the test report is completed, OCD is responsible for reviewing all technical documents and processes, submitting an application to ANATEL after confirmation, and ANATEL will finally issue the certificate.

Periodic Maintenance: ANATEL certificates are typically valid for one or two years (depending on product type and certification mode). After expiration, the certificate holder must submit a renewal application (Maintenance). Renewal typically requires partial testing to be re-performed to ensure that there are no major changes in product structure and performance during mass production that affect safety or radio frequency performance.

Key reminder:

The biggest difficulty of ANATEL certification lies in renewal maintenance. Enterprises must make long-term plans to avoid the invalidation of certificates due to failure to carry out maintenance testing in time or failure to report changes in key product materials.
