NCCS extends the voluntary security certification period for Optical Network Terminals (ONTs) and Optical Line Terminals (OLTs)

Following the announcement by the National Centre for Communications Security (NCCS) of India on August 7, 2025, which extended the voluntary security certification (VSC) period for Optical Network Terminals (ONT) and Optical Line Terminals (OLT) to September 1, 2025, NCCS issued another notice on August 29, 2025, extending the period to December 31, 2025. Starting from January 1, 2026, these products will be required to undergo ITSAR compliance certification under the ComSec scheme.

Malaysia

MCMC allows certification of products supporting LTE B31, B39, and NR n79

On September 3, 2025, the Malaysian Communications and Multimedia Commission (MCMC) issued a notice on its official website with the number SQASI/CMCS/1/25/0004. The notice allows the certification of communication equipment operating in IMT frequency bands 31 (450MHz), 39 (1900 MHz), and 79 (4700 MHz). The relevant frequency bands should follow the following standards:

1) LTE B31: SRSP MS 450 and MCMC MTSFB TC T015:2022;

2) LTE B39: SRSP MS 1900 and MCMC MTSFB TC T015:2022;

3) NR n79: SRSP MS 4700 and MCMC MTSFB TC T016:2021.

Europe - European Union

The CE voluntary certificate shall not contain the words "certification" or the CE mark

In September 2025, in order to eliminate consumers' misunderstandings about the nature of certificates and ensure the authority and clarity of the CE mark as a mandatory conformity declaration in the European Union, the EU reiterated the rules for the use of the CE mark, prohibiting the use of the word "certification" and the CE mark in voluntary CE certificates. The EU market access cannot be separated from an accurate grasp of regulatory details, among which the restrictive provisions on voluntary certificates are particularly noteworthy.

[Note]: The European Commission has emphasized specific requirements for product conformity assessment on its official website, specifically stating that the words "certification", "independent third party", etc. must not be used in voluntary certificates, and the CE mark is strictly prohibited.

North America - United States

FCC releases Small Entity Compliance Guidelines

ISED launches public consultation on RSS-252 3rd edition

On August 27, 2025, the Department of Innovation, Science and Economic Development (ISED) of Canada launched a public consultation on RSS-252 Issue 3 "Intelligent Transportation Systems (ITS) Onboard Units (OBU) in the 5895-5925 MHz frequency band". This radio standard defines the certification requirements for unlicensed cellular connected vehicle (C-V2X) devices operating in the 5895-5925 MHz frequency band.

Africa Egypt

On September 1, 2025, the Egyptian National Telecommunications Authority (NTRA) officially issued a notice to telecommunications equipment manufacturers and importers, announcing that from October 1, 2025, cellular devices using only 3G technology will no longer receive type approval or import permits. According to the new regulations, the following two types of devices will be prohibited from entering the Egyptian market:

1. Devices that only use 3G technology;

2. Devices that use both 2G and 3G technologies simultaneously.

[Information Analysis]

NTRA has sent an email to Group A Laboratory on August 26, 2025, requesting that the laboratory not issue VoCs for cellular devices that support up to 3G technology from today onwards. It is worth noting that the new regulations do not affect all old standard devices, and only 2G cellular devices can continue to obtain model approval and import licenses. Meanwhile, devices that support multi generation networks, such as products that support 2G/3G/4G, 2G/3G/4G/5G, or a combination of 3G/4G/5G, are also not within the scope of this ban.
