I. Significant Adjustments to Radio Model Approval (SRRC) Certification Standards

Pursuant to the Ministry of Industry and Information Technology's Notice on Strengthening and Standardizing Radio Management for the 2400MHz, 5100MHz, and 5800MHz Frequency Bands (MIIT Wireless [2021] No. 129):

- Effective October 15, 2023, all newly submitted equipment applications must undergo testing under the new standards;
- All existing SRRC certificates must complete standard upgrades by December 31, 2025. Certificates failing to meet this deadline will become invalid!

This means existing certificates under the old standards must be updated before the deadline to avoid disrupting market access for products!

II. Core Policy Changes

Key Dates
- December 31, 2025: Validity of old standard certificates (e.g., Document No. 353) expires; no extensions or new applications will be accepted thereafter.
- Mandatory implementation of new standards: All model approval applications submitted on or after October 15, 2023, must comply with Document No. 129.

Technical Standard Upgrades
- Document No. 129 imposes stricter requirements on 2.4GHz/5.1GHz/5.8GHz devices, including:
- 2.4GHz products must meet new sideband spurious emission limits (e.g., the limit for the 2483.5-2500MHz band increases to -40dBm/MHz).
- New interference avoidance testing is added, requiring submission of dedicated test samples and supporting equipment; products must incorporate interference avoidance mechanisms.

Certificate Validity Differences
- Old standard certificates remain valid until the end of 2025 at the latest;
- New standard certificates are valid for 5 years from issuance.

III. Required Documentation
Application Form for Radio Transmission Equipment Model Approval
            Specify reference to Document No. 129;
Letter of Request for Changes from the Enterprise
            Must state upgrade rationale and product details;
Electronic copy of original SRRC certificate
            Original hard copy must be returned to MIIT;
Commissioned Test Report
           Issued by a CMA-accredited laboratory with testing capabilities per Document No. 129);
           Note: Prioritize ZB-certified laboratories to ensure reports comply with new standards.
 Basic documents: Business license, power of attorney for authorized representative, etc.
 Sample Requirements
        - One fixed-frequency conducted emission prototype,
        - One adaptive (interference avoidance) test prototype.
