Radio Frequency Testing

Introduction to Certification 

In order to strengthen the management of imported and domestically produced radio transmitting equipment, except for low-power short-range radio transmitting equipment, all radio transmitting equipment exported to the People's Republic of China or produced (including trial production) within the territory of the People's Republic of China must hold a "Radio Transmitter Type Approval Certificate" issued by the national radio management authority after the approval of its transmission characteristics. The model approval code (CMIIT ID) must be marked on the label of the equipment before it can be put on the market for sale. In simple terms, only radio transmitting equipment with the model approval code of the People's Republic of China can be sold and used within the country.

3. Wireless access equipment (Wi-Fi, Bluetooth devices, etc.)

Except for the following two types of equipment, radio transmitting equipment operating in the 2400 MHz, 5100 MHz and 5800 MHz frequency bands must obtain SRRC certification and apply for type approval from the national radio management authority.
(1) Industrial, scientific and medical equipment that radiates radio waves but is not radio equipment;
(2) General low-power short-range equipment that meets the F and G classes specified in the 52nd Announcement of 2019. 

Certification Requirements 

At present, China has designated specific frequency ranges for different types of radio transmitting equipment, and not all frequencies are legally usable in China. In other words, radio transmitting equipment sold or used within its territory will be subject to different frequency regulations. Additionally, applicants should be aware that for certain radio transmitting equipment, they need to apply for both "Radio Type Approval Certification" and either China Compulsory Certification (CCC) or Network Access License (CTA) approval. There is no special mark, only a set of type approval codes (CMIITID).

Test items 

The content of the detection varies with different product launch frequencies. The main detection items include: power, spectrum range, frequency tolerance, bandwidth, and stray radiation, etc. 

Required materials 

(1) Application Form for Type Approval of Radio Transmitter Equipment (see Attachment 1);
(2) Commitment Letter for Type Approval of Radio Transmitter Equipment (see Attachment 2);
(3) Copy of the business license or the legal person certificate of public institutions of the applicant (with the applicant's seal), and for overseas applicants, provide legal organizational structure certification materials (with the applicant's seal);
(4) The specific handler should submit a power of attorney signed and sealed by the applicant and the handler's valid identity proof. The handler in the application form should be consistent with the entrusted handler;
(5) Materials related to the production capacity, technical strength and quality management system of the radio transmitter equipment. For domestic applicants who have obtained a quality management system certificate, only the certificate number needs to be filled in the application form; for other situations or those who have not obtained the certificate, submit a detailed introduction of technical capabilities, production capacity and quality assurance system with the applicant's legal person seal. The production capacity proof should at least include the main production equipment model, number of sets or production lines, production plan, corresponding testing equipment (facilities), etc. If the applicant entrusts a factory to produce, provide the entrustment contract between the applicant and the factory, as well as the technical capabilities, production capacity and quality assurance system of the entrusted party. Applicants may voluntarily submit mandatory certification certificates, recommended certification certificates or voluntary certification certificates stipulated by the state. If the certificates can prove the applicant's corresponding technical capabilities, production capacity and quality system after review, the application materials required in this item can be simplified;
(6) User manual, technical manual, circuit diagrams, block diagrams or schematic diagrams related to wireless transmission and reception functions, and a list of key RF components. The manual should specify the display method of the type approval code;
(7) If the type approval code is displayed in electronic form, provide instructions for viewing the type approval code and the style of the electronic label, and comply with the relevant provisions of the "Notice of the Ministry of Industry and Information Technology on the Electronic Display of Type Approval Codes for Radio Transmitter Equipment" (MIIT Radio [2015] No. 211);
(8) A set of color photos of the equipment, including exterior, internal circuit boards and label photos. The label information should include the manufacturer, product model, and style of the type approval code identification. The photos should be marked with a scale. 

Authentication process 

1. Online application
2. Acceptance by the Radio Administration Bureau
3. Preliminary testing, passing the test, and sample submission
4. Laboratory receives the sample and confirms it
5. Laboratory testing
6. Report compilation and upload to the online platform
7. Review by the Radio Administration Bureau
8. Certificate issuance or approval denial
9. Submission of sales vouchers, the Ministry of Industry and Information Technology pays the laboratory. If the test is not passed and the approval is denied, the laboratory is paid and the application is resubmitted (the test fee is paid by the applicant). 

Validity period of the certificate 

The validity period of the certificate is five years.
