I. How to determine if a smartwatch requires EN 18031-3 certification?
If the watch comes with built-in wallet, Alipay, NFC, payment, or shopping mall functions by default, EN 18031-3 certification is required.
This principle applies equally to our smartphones, tablets, and desktop computers.
II. Does the accompanying app require EN 18031-3 certification if it features shopping or gift redemption functions?
1. If the marketplace uses points for purchasing or redeeming gifts, EN 18031-3 certification is not required.
2. If payments are processed via bank cards, WeChat Pay, or Alipay, EN 18031-3 certification is required.
The distinction lies in points not being classified as virtual currency, which primarily targets virtual payments and digital currencies.
III. Are automotive products like navigation systems, dashcams, or in-car TVs exempt from EN 18031 certification?
1. Accessories factory-installed in vehicles may be exempt from EN 18031-2 and -3, but EN 18031-1 remains mandatory.
2. Compliance with the EU General Safety Regulation for Motor Vehicles (EU 2019/2144) and related certifications is required.
3. Aftermarket accessories added later cannot be exempted from EN 18031 certification.
IV. Are all medical devices exempt from EN 18031 certification?
Not necessarily. This depends on whether they fall under the scope of the MDR or IVDR regulations. Medical devices are intended for direct diagnosis or treatment. Many items used to optimize healthcare service processes do not qualify as medical devices.
For example:
- Medical tablets
- Medical drug barcode scanners
- Hospital self-service registration kiosks
These do not fall under the category of medical devices.
Therefore, they cannot be exempted from EN 18031.
